    Exclamation Form OR Report???

Learning Access now - spent all afternoon trying to figure out whether I need a FORM or a REPORT! I'm essentially trying to build a dynamic dashboard, where the user selects a couple of values from dropdowns, which then drives the metrics reported below the dropdowns.

I have a multiple tables with relationships established between them. As an abbreviated example, consider:

(Multiple campaigns per country. 1 Campaign budget and owner per Campaign. Multiple vehicles & objectives per campaign. One Country Marketing Budget per Country)

I'm trying to design a dashboard where the USER would...
    (1) Select the Country from a dropdown of available countries. Based on that country selection, only the applicable campaigns (cascaded query?) would be available in the CAMPAIGN dropdown
    (2) Select the CAMPAIGN from a dropdown

Based on those TWO user actions, a variety of reports would display, for example:

    So what is this?

So what is the best way to build something like this? I'd appreciate any keywords you can give me that points me in the right direction.

Do I start with "Form"? A "Report"? Or is this something else? I see "Module" although I have no clue what that is.

Another thing - I need this dashboard to be accessible on it's own. The person I'm giving this to does not want to have to open Access - so it would be great if this dashboard could be exported to "HTML" (or similar) so that they can open it on their computer, make the Country/Campaign selections, and see the results of the dashboard. Does that sound feasible?

The usual process to create an application is to design the tables and then create the forms needed to enter data into the tables and then any reports needed along with any forms needed to run the reports.
