    Subform moving line and label

I have created a subform based on a query. The subform is surrounded by lines but depending if the subform is populated at all or not the bottom line, below the subform, will move up or down. I also have a label 'set to front' that is behind the subform which has the same movement as the line. I was wondering how I can permanently place the line and label no matter if the subform has any values in it or not. Any suggestions will be greatly appreciated.
