Why 2 users cant open an access file directly???

When an access database file is opened. (mdb) ,the other user double click on the file but cant open it. He has to open Msaccess first and open the file from inside the program.

If the file is not opened , I can double click on the mdb file directly. How can I solve this problem?

It sounds like the file is not in shared mode.
Pls check the option for file sharing chosen. (exclusive mode or not)

The other solution offered by someone in the internet.
    Quoted as follows:-

This appears to be an issue after installing Internet Explorer 7. To solve it, you can:

    Go into your Internet Properties
    Security Tab
    Click "Local Intranet"
    Click "Sites"
Uncheck "Automatically detect intranet network", leave a check in the other three "Include..." checkboxes

    This solves!!

The real answer from Microsoft is:
    Due to its own bug.

    The final solution is here:-
    Modify the shortcut
In the target of the shortcut, include the path of MSAccess.exe.
Nothing happens or an hourglass appears when multiple users try to open an Access database (.mdb) by using Windows Explorer or a shortcut

If you make a shortcut for the access file,
then the shortcut could be adjusted to have
the full path of access file included in the target of the shortcut.

    For example:
    change the target as:
    "c:\program files\OfficeXP\Msaccess.exe" "d:\mdb\nwind.mdb"

andymark's solution is right. probably you are using one file for all. try splitting your db.
