background image on Access 2010 form

Is it possible to put a background image on an Access 2010 form and float controls like check boxes over this background image? I think you could do this in Access 2003 but can't see how to do it in 2010. This would allow me to take an image of a form that has to be filled out and use it as the setting to accomodate my controls

Same issue, I am not trying to add a bound image control since I cannot place a checkbox control on top of a bound image control. I want the checkbox to sit on top of my background image.

Got it, has to be in Acccess 2007 mode, and remove layout for each control
