Chart formatting issue with y-axis and time

I have a report that displays the amount of downtime incurred for a machine based upon the hour of the day. The initial data is gathered in seconds, then I use a query to calculate and format into "nn:ss". The report shows this information properly, for example 3:25.

When I chart the data, I can't get the y-axis to format properly. When the format field is empty the chart displays the data as percentages (.004%). When I put "nn:ss" into the format field for the primary axis, the chart displays "nn:36". The seconds value is right for all the data, but no matter what I try I cannot get minutes to display. The chart is scaled properly for each data point.

    Image attached shows my chart.

    Thoughts?

I've tried many different things with no luck.

Am I better off just calculating and displaying minutes to a decimal?
