Stretching outline

On reports, placing an outline the line should be continuous. In the detail part we have in the query a field with type "Long Text". Whenever an entry is made that uses more lines of course the report shifts down and uses one more line. It then breaks up the outline. I hope for a setting that will keep the line continuous.

The "Picture size mode" is set to stretch, even if my image does not display that.

I am not familiar with 'outline'. This outline is an image?

Yes the outline is an image, some clever person taught me how. The reference DB you gave will not open because I think the version is too old. I have Access 2016.
