Using Expression Builder to Create a New Variable based on two files

Hello there, I have two tables. THe first table has employment by industry for each metropolitan statistical area in PA. The second table has the total employment by MSA in PA. I need to create a new variable Location Quotient (LQ) by dividing the employment by industry from table 1 by total employment by MSA from table 2. I tried expression builder and join no luck. I attached the txt files. Thank you in advance for insights!!
