Popup report preview is a tiny window. DoCmd.Maximize and acCmdZoom100 not solving it. 2007

I have a small application with popup forms and reports.
All is well except for the report preview size.

I'd like for the report preview to open in the size of window that opens when the Access windows is open.
A 100% page view of the report, not maximized consuming the entire display.

The acCmdZoom100 command displays the report in 100% size, but its window looks as above, not 8.5" x 11".

    Any advice appreciated.

I used this the MoveSize command to force a preview size.
    Code:
    DoCmd.MoveSize , , 15840, 12240 '1 inch = 1440 twips

Whilst in design view, try dragging the window size to what it should be, Save and reopen normally in print preview.
If it's still an issue try closing the form when the report is loaded and/or change so it's not a popup form.
