Can't use Add Existing Field

I'm trying to use add existing field while in design view but it's not on my ribbon, and when I use the search option it is greyed out and not allowing me to click it. I do not have a Form Layout Tools section on my ribbon either. I can see the Add Existing Fields button in the Ribbon Options but it is also greyed out. Any ideas?

Look at the Customize Ribbon settings.

Not sure what you mean by 'search option'.
