Grouped Access Query Using Multiple Criteria

I am stumped on creating a 'grouped' query/report. I have data that is sorted by three criteria from high to low in importance. One of the fields associated with the data set, lets call that color. What i would like to be able to do is to sort it then group by the highest number based on priority then the next highest number, etc. This is my first time posting so forgive me if i am not up to speed on what is required to make a good post.

Examples of data structure and sample records and desired output would be helpful.

Not sure what the issue is. Use report Sorting & Grouping features.
