Select record from table linked to another table

I have set up:

Circle Table
Circle names=
HR
IM
SK

Theme Table
Theme name= Circle name
Salary guidelines HR
Travel arrangements IM
Policies HR

What I want to do is - in a form, when I select HR from a drop down box, I only want to be able to see the themes related to HR (so I wouldn't be able to see Travel arrangements)

How do I set that up?
