Access 2016 reports fields are all locked together

Again another report in Access 2016. Just messed up my entire report because I made a change in the footer. It seems to me that the page header, detail and report footer are all lined up and that is overall really nice. However, I am trying to figure out how I can override that. For example in the report footer, I have a count field and I want to make it clear that it counts the rows and not the employees, because some are listed several time because they work in different capacities. Therefore in the report footer, I do not necessarily want the exact same width than for other line items. For example, my total for gross pay needs to be wider than the actual gross pay column and it is fine because there is no data in front of gross pay. It seems that I am fighting the program when I try to widen or narrow down a header or footer.
What do I need to change to be able to adjust my report any way I want to?

In design view, select the whole group that's locked together.
    Ribbon, Arrange,
    Click 'Remove Layout'.
