I'm not a wiz with architecture so much, but one time I had a similar problem with ODBC and I discussed with the IT guy. Turns out resources were allocate-able (if that's a word) and someone had set it up to reserve more than what they should have. Once I got more processing resources, the issue went away. You'd think that newer server/driver should be faster, but if nothing's changed in the queries my money's on the configuration of the hardware.
