Not sure what you mean by 'graph to pop up', a graph is a control on a form or report. You want to open a report with a graph on it?
Or are you opening a query in Pivot Chart mode?
How is date picker involved - do you want to filter the graph data by date criteria?

Yes I am opening a query in chart mode and want it to open as the newest window so it can bee seen and then printed
Do you have the form set as Popup? You need code for opening the query? Have you looked at the DoCmd.PrintOut method? Code could go in textbox AfterUpdate event or button Click event.
