Is it possible to send a TEXT(SMS) to a mobile phone via VBA

I have been an access programmer for many years. I live in a retirement village and I need to send multiple text(SMS) to medical emergency PENDANTS, which are PHONES. I know how to send emails via VBA.
Is there such a thing as a Microsoft phone that has the office pack on it, can I convert my access program to an app that will run on a phone, can I convert my computer to send phone text(SMS).
I know there is new technology coming along all the time and wonder whether there is something new that I can use. I'm to old to learn JAVA.
There is a java mobile app supplied with the pendants but it is not user friendly.
    Any help would be appreciated.

    Thanks, Rico

    I found this info:

"Microsoft Office Outlook 2007 Mobile Service (OMS) is the new messaging and Personal Information Manager (PIM) component developed for Microsoft Office Outlook 2007. OMS is designed to make Outlook the best tool for mobile messaging and notification. With OMS, users can seamlessly integrate the mobile capabilities of Outlook with their mobile devices."
