Access 2010 >> Conditional Formatting Only working on First Row of Report

If my value of the report field is txtPctTot > .8 then fill background color with green.
This only works on the first detail line item. I want it to apply to all rows that this is true.

Not sure why it isn't working?

.8 is 80%, so the first row is the only one that meets the criteria.

No problem, we've all done it. Welcome to the site by the way!
