Post Is Access the right platform to use as a web base application?

I am creating a new database application. This application will be having medical information of clients, responds individual and other information. The database will be having different levels of privileges such manager, and employees. The user need to have access via a IPad or android table in the field where data need to be input and retrieve.

First, can this be done in Access?
    Second, Will be secured?

Third, Can updates be done constantly?

OR do you suggest a different platform?
I really do not KNOW if this is the right way to go.

No matter which sector of healthcare you are in, there are probably hundreds of competitors offering this same product. It is sometimes called an Electronic Medical Record (EMR) or Electronic Health Record (EHR). As orange mentioned, databases with such sensitive data have to comply with a number of information security laws, HIPAA being one of them. Also these kinds of databases are usually very large and very complex to implement, sometimes requiring 6 months to 2 years to fully design and implement, even if there is already a core codebase to draw from.

Bottom line, you would not want to do this in Access. You would want to purchase an existing product.
