Is it possible to have a local sharepoint database whilst allowing access to certain outsiders

Im a beginner regarding migration of access databases to web servers.

So i've got a clinic type database that's currently running as a desktop application. It has informaton regarding customers including their basic information, as well as information regarding upcoming visit times and dates. The data stored in the access database is sensitive so it needs to be kept on the local drive on premise. however, im exploring a method of allowing customers to check their appointment dates via a simple web interface. I'm not sure if this is possible or where to start. So simply put, i'd like a local web application or desktop application with the database files held on premise. However, i'd like customers to be able to check the status of their appointments via the web.

    thanks
