column C is a calculated field in a query. A linear calculated field is very simple using other fields of the same record. The very challenging aspect of your requirement is the reference to the value of the preceding record. This is extremely challenging and beyond the scope of a forum reply. There is no such thing as 'preceding record' to a database nor unique cell names - and so you will definitely need a 4th column that is sequencing in order to establish which record precedes. Further you will not be able to use the normal query design view and will instead need to use the SQL view in order to write the query.
It is do-able I believe however it may be easier to rely on excel for this task and link to an excel table. That would depend on the nature of your application.
