Line spacing issue in Access 2010 reports

I have an issue with some Access 2010 reports I created. My boss wants the spacing between lines of text made more narrow. I've been in the Design view and can not adjust the Height in the Format tab lower than the 0.3194. The text in each field box is set to Arial and 9 points.

    Any suggestions???

I am in 2010 and I can adjust the ht to 0.0417", which is useless as invisible.
did you try grabbing with the cursor and stretching it?
did you set the ht value by typing in a small value?

I've tried to manually set the height as .2, but it comes back as 0.3194"

I've tried grabbing the lower bar and dragging it back towards the top and get the same situation.

    Here's a screen shot.
