Sub-reports have white space between last record on page and border (when multiple pages)

I have a report that generates multiple sub-reports based on a selection from a form. Depending on the selection, the sub-reports vary in height. I have "can grow" and "can shrink" selected on all fields and the reports themselves, and the widths all match, so there's no hidden scroll bar.

For some reason, I'm getting a varying sized white space at the bottom of one of the sub-reports when it is multiple pages long. I've attached some examples, and screenshots of the design view property sheets.

Any thoughts would be greatly appreciated it.
