    Question Missing Toolbar

I went to start a new module and found that there were no toolbars. I had no way to run the code or save it. My only option is to exit out.
I had changed some Access Options and setup a Quick Access Toolbar, but I reset those options and reloaded the database.

I also opened a new Database and found it had the same problem once I went into creating a module.
I've read missing toolbar solutions, but can't seem to find an answer.
    (I'm using a Surface Pro 3)

I tried running a registry scan/repair. No luck.
