User level security for mdb disappeared in Access 2010 and 2013

I just discovered that the ULS for an MDB is no longer attached to the front end. Yet, when I use my short cut that incorporates the workgroup file, it is still intact. Is there a way to attach the workgroup file?

Or, does ULS no longer work in 2010 and 2013? Is there any way to secure this database?

Thanks. I'm going to try exporting all objects when I'm logged into the workgroup file to see if I can recoup my ULS settings. If that doesn't work, I'll post back.
