Second Instance of Access is not in forefront

The first instance of Access is used as a MENU system, which calls all kinds of other MS Access apps/databases. Before the apps were moved to Microsoft Server 2013, the behavior of everything opening in the forefront worked perfect, with the latest app they opening on top. However on the server 2013 server, the 2nd instance of MS Access not longer is in front, so users don't realize it's behind the icon of the first instance of Access. I've tried a few simple API calls, like "SetForegroundWindow Application.hWndAccessApp" in Autoexec macro, but it doesn't affect it at all.

I'm thinking it's something tied to different API's in Server 2013...Has anyone else run into this issue and resolved it?

We don't want to minimize the MENU ms access app, it normally goes in the background once a user selects another MS Access app to open. Sometimes, it will work okay, but most of the time, it won't on that one server.
