Change Vertical data to Horizontal Dimension in report

Hello,

I am trying to create a report that formats the records horizontally instead of vertically. I have attached an example of what I am envisioning. As you can see in my example, the table on top has stacked data; however, I would like the related records (records with multiple IDs) to follow to the side, horizontally (bottom table). Is this something that can be easily formatted design view?
