    Got it -- this did it:

    WHERE t1.[User First Name] NOT LIKE "*" & t1.[User Last Name] & "*"

    Now I'm still trying to figure out why test is still appearing in the records..here's my code:

    AND (Trim(UCase(t1.[User First Name])) NOT LIKE "TEST%" or Trim(UCase(t1.[User Last Name])) NOT LIKE "TEST%")
