    Will the following security settings prevent custom ribbons from loading?

    Security policies on the LAN are set as follows -

    (Yes) Require Application Add-Ins to be signed by Trusted Publisher
    (Yes) Disable Notificatoins for unsigned add-ins (code will remain disabled)


    (No) Disable All Application Add-Ins (May Impair Functionality)

    Will these two settings cause custom ribbons to be ignored, without generating messages?

    Apparently not the problem. Those settings had no effect on my home computer.

    The real problem was security policies that cannot be detected at the user/machine level. Black box stuff set by the organization.
