should i use 4 tables?
1st-> General Table: cia_id,n_cia,biz,city,adr,phone,n_contact,job,cel
2nd -> Cities:city_id, n_city
3rd -> Jobs:job_id, n_job
4th -> Business: biz_id, n_biz
how i do the relationships? need some help plz

The 4 tables you describe sound good but we just don't know enough about what you want to do. Design your db and attach for analysis. The output you show in the first post could be produced by a report.
You might find a template database suited to your needs or could at least learn from. Open Access to create a new project and select a template from the assortment offered. There is one called Contacts you might find relevant.

Well, got an excel file with a large contact list of companies, im trying to build into access database for something like a phonebook(using VBasic).
What is VBasic and what does it have to do with Access? Do you mean VBA (Visual Basic for Applications)?
You can import the Excel data into tables.

You should spend the time to understand some database design concepts. Access/Relational database is not a spreadsheet. A properly designed database will facilitate operations/maintenance and development.
