    Disable Form Design Mode

Can anyone tell me how to disable Design mode without going all the way to creating a mde or accde database? I'm running Access 2003. I have disabled shift key, Access Special Keys, Allow Full Menus, Allow Default Shortcut Menus. Each one gets me a little closer. I don't want to disable Allow Built-in Toolbars because the users need that to Filter by Form. However, the Design button is on that toolbar and that lets them get into Design Mode. I think if I can get the Design button off the toolbar, I'll be there. Any help would be appreciated.
