Report like a fixed form

How to create report with fixed number of detail lines - e.g. 5. If number of record > this number, issue page break (page footer will be only
fixed number of rectangles (table). If number of record < this number, leave this space empty.

Is there some easy way how to create table (like in MS Word) ?
Standalone rectangles ?
