Red face Multi Users on shared drive

Greetings All,
I have to set up a database on a shared drive for about 10 different users in 5 states. The users need to access it all at the same time, however, they should only see their records for their state.
My thoughts on this was to create the database and split it with the forms in the front end looking to a query that will only show the records for that state. The users need to be able to add records but not delete.

Any thoughts?
